General Plan Housing, Safety & Environmental Justice Elements Update Addendum

In December 1999, the City of San Juan Capistrano undertook a complete rewrite of its General Plan, which included a variety of changes to several of the elements. This major General Plan Amendment was adopted on May 7, 2002. The City prepared and certified a Program Environmental Impact Report (PEIR) to assess the physical environmental impacts of the revised General Plan policies and implementing programs in accordance with the California Environmental Quality Act (CEQA).

The Housing Element is one of ten State-required elements of the City's General Plan. The Housing Element identifies policies and programs, to be implemented during an 8-year planning period to meet existing and projected housing needs for all segments of the San Juan Capistrano community. The City's current adopted Housing Element covers the time period of October 15, 2013 through October 15, 2021. On January 21, 2014, the City certified an Initial Study/Mitigated Negative Declaration (IS/MND) which analyzed the potential environmental impacts of the current Housing Element.

In accordance with CEQA, an Addendum (PDF) was prepared for the currently proposed updates to the Housing Element and Safety Element, and the new Environmental Justice Element. The Addendum concludes that the proposed updates would not contribute to impacts to the extent that they would be greater than those identified in the 2002 PEIR or the 2014 IS/MND.
